February 26, 2018 — The North American Institute for Environmental Decisions, together with the US EPA, is calling for proposals to develop a framework for decision-makers and stake-holders to help address the long-term costs of providing drinking water that meets surface water protection standards. The White House and Congress have recently started discussions on policies and funding levels to reduce the national cost of providing safe drinking water to address the nation’s drinking water infrastructure needs.

“This Call seeks input from the research, academic, and practitioner communities to identify promising research directions and to identify specific data needs, questions and approaches that could shape the future of such policies,” said NIEHS Director Regina M. Jarrell. “The results from this effort will help policymakers prioritize funding to support the activities that will most advance national drinking water policy.”

The action aims to expand the work of the National Research Council’s Committee on Assessing the Long-Term Costs of Drinking Water Protection Standards (CALDWPS), which issued the report “Costs of Providing Safe Drinking Water” in 2009. The work supported in the current Call will provide the scientific foundation for future cost-benefit analyses on drinking water policy and management.

“Research should play a key role in answering important questions about our national drinking water policy,” said Paul van Riper, Ph.D., senior principal research scientist in the NIEHS and co-chair of CALDWPS. “In order for policy makers to support the most effective drinking water investments, they need information that reflects where we are today and where we are headed in the future.”

The three self-report measures are an 8-item measure of depressed affect (namely the Mood Adjectives Check List (MACL)) a 24-item measure of depressive moods (namely the Beck Depression Inventory II (BDI-II)) and a 7-item observer-report measure of depressive affect (namely the Depressive Affect and Hostility Observation Schedule (DAHOS)). Observers will use the DAHOS to independently rate videotaped psychotherapy sessions. The self-report measures of depressive affect and the observer measure of depressive affect will be collected pre- and post-treatment in a group of N=200 depressed adults seeking treatment at a public/community mental health center. Pre-treatment DAHOS scores and post-treatment BDI-II and MACL scores will be compared to document the validity and reliability of these measures of affect. Pre-treatment and post-treatment DAHOS scores will be compared to the post-treatment BDI-II scores to investigate the relations between observer-rated and self-reported measures of affect. The second purpose of the study is to examine the relations between pre-treatment affective disturbance and treatment outcome. Several methodological and analytic advances will be made to examine this hypothesis. Past research has documented the stability of self-reported affect across time and interpersonal contexts. However, the stability of such self-reported affect has never been investigated when self-report affect is measured in the context of an active treatment program. The third aim of the study is to examine whether there is a relation between pre-treatment affective disturbance and the effects of the psychotherapy program. The majority of psychological treatment research has been conducted in highly treated patient samples. As treatment efficacy is often evident in less-treated patient samples, the third aim will focus on such less-
